As the "Storm of the Century" Recedes, What Are the Effects on Narragansett Bay?

The more than 8" of rain we've received over the last 48 hours has smashed all records kept for the last 100 years. There are reports this morning that the Warwick Sewer treatment Plant is underwater and dumping untreated sewage directly into the bay.
